15.4 Kazakhstan and digital governance.


Modern artificial intelligence (AI) technologies and statistical data analysis are playing an increasingly important role in the development and implementation of public policies. In Kazakhstan, digitalization of governance is becoming a priority, and AI helps make informed policy decisions based on big data.

Kazakhstan is in the initial phase of the process of comprehension, conceptualization, regulation and strategic planning of the already large-scale use of AI in the advanced countries of the world.

Artificial intelligence, like all new technologies, is a great chance for Kazakhstan to make a leap in its economic and social development, move away from the raw materials economy towards a more technologically complex, diversified one, where the share of knowledge-intensive industries, including those using AI, will play a significant role. In this regard, Kazakhstan has good start-up opportunities in the form of intellectual capital, financial resources, political will and integration into the global economy.

For the first time, tasks on the introduction of artificial intelligence were set in the state program «Digital Kazakhstan» and related to the healthcare sector. The national project «Technological Breakthrough through digitalization, Science and Innovation» also provided for the digital transformation of Kazakhstan's society.

As part of the implementation of the National Development Plan of the Republic of Kazakhstan until 2025, the Concept of Digital Transformation, development of the Information and Communication Technologies and Cyber security industry for 2023-2029, and the Concept of Artificial Intelligence Development for 2024-2029, goals and measures for the development and implementation of artificial intelligence in education, science and production were defined.

The Government's Readiness Index for Artificial Intelligence is aimed at analyzing and evaluating the effective implementation of AI for the benefit of society. In 2023, 193 countries took part in the study, where Kazakhs were assigned 72nd place.

Indeed, Kazakhstan has achievements in digital development, in particular in the field of digitalization of public services and public administration. And this is proved by various international studies. Thus, in the E-Government Development Index, Kazakhstan ranked 28th and the country's E-Government Development Index (EGDI) was 0.8628 points, which is the highest indicator among the CIS countries. In this regard, it seems that we already have some understanding of the importance of preparing for the inevitable AI reality.

In Kazakhstan, there are examples of the use of AI in various fields: from medicine to education and industry. Today, according to various sources, projects related to the use of AI are being implemented in Kazakhstan in such areas as «Smart Cities» (for example, Sergek, Target AI-video analytics platform), «Medicine» (for example, Celebra-Almaty AI Lab, Smart.

ECG), «Language recognition» (for example, Evokids-an AI tutor for children), «Industry and Transport» (for example, the industrial artificial intelligence platform brains. app), «Finance» (for example, AI for calculating the level of sufficiency for lending to large enterprises), and «Marketplaces» (for example, chat GPT bot in the «Sulpak» mobile device). «However, for large-scale AI development in Kazakhstan, 4 main components should be developed: creation of infrastructure AI, development of education and training, support for research and innovation, regulatory and legislative measures»[210].

The role of artificial intelligence in public administration.

AI in government management allows you to:

- generate large amounts of data for identifying trends and forecasting;

- increase the effectiveness of state programs by accurately modeling their consequences;

- optimize the management of resources and finances;

- improve the quality of public services through process automation and chat bots.

Use of data analysis in political decisions.

Statistics play a key role in public policy development. Kazakhstan actively uses:

- Native databases (Bureau of National Statistics, eGov, open data);

- using the predictive analysis system for predicting socio-economic indicators;

- Big Data in monitoring economic activity and social trends;

- analyze public opinion through social networks and AI-processed surveys.

Examples of application in Kazakhstan.

Economic planning – using AI to predict inflation and GDP growth.

Social policy – analysis of big data for the distribution of benefits and support for the needy segments of the population.

Security and Law enforcement – predictive crime analytics and migration flow control.

Ecology – monitoring of emissions and pollutants using AI and satellite data.

Challenges and prospects.

Despite the advantages, there are the following challenges:

- Lack of qualified specialists in the field of data analysis and analysis;

- cybersecurity and personal data protection surveys;

-the need to integrate various state systems.

Development prospects include:

- in the bowels of the national AI strategy;

- development of state platforms for data analysis;

- strengthening international cooperation in the field of AI and digital transformation.

The use of AI and statistical analysis in the development of public decisions in Kazakhstan significantly increases the efficiency of management. The development of these technologies will allow Kazakhstan to become a leader in digital public administration and ensure sustainable socio-economic development.

Thus, Kazakhstan has a good level of digitalization. At the present stage, several projects are being implemented to introduce artificial intelligence. The predominant position of Kazakhstan is the factors characterized by the availability of data, digital potential and adaptability of the legal framework to digital education.
